Introduction About Open Data:

Open data represents a specific set of machine-readable public information that is freely and unrestrictedly available to the public through a national open data platform, and any individual or public or private entity can use or share it.

Open Data Purpose:

  • Enhance transparency by providing access to open data for users.
  • Encourage innovation and economic growth by leveraging data to create new value-added services for organizations and individuals.
  • Stimulate and support scientific research by conducting research and studies based on published information and statistics.
  • Create a conducive environment for business growth.

Open Data Principles:

  • Originality in Data:This principle ensures that public data is made available to everyone through disclosure, enabling access, or use unless its nature requires non-disclosure or the protection of its privacy or confidentiality.
  • Open Format and Machine Readability:Data is made available and provided in a machine-readable format that allows for automated processing and is stored in commonly used file formats such as CSV, XLS, JSON, or XML.
  • Freshness of Data:The latest version of open data sets is published regularly and made available to everyone as soon as it becomes available. Data collected by public entities should be published as quickly as possible after collection, whenever possible. Priority is given to data that becomes less useful over time.
  • Comprehensiveness:Open datasets should be comprehensive and include as much detail as possible, reflecting the recorded data in a manner consistent with the Personal Data Protection Policy. Metadata that explains and interprets the raw data should be included, along with explanations or equations that illustrate how the data was extracted or calculated.
  • Non-discrimination:Datasets should be made available to everyone without discrimination and without the need for registration. Anyone can access published open data at any time without the need to verify their identity or provide a justification for access.
  • Free of charge:Open data should be made available to everyone free of charge.
  • Open data licensing in the Kingdom:Open data is subject to a license that specifies the legal basis for its use, as well as the terms, obligations, and restrictions imposed on the user. Use of open data also indicates acceptance of the license terms.
  • Developing a Governance Model and Involving Everyone:Open data enables access and participation for all, enhances transparency and accountability of public entities, supports decision-making, and provides services. Inclusive Development and Innovation: Entities play an active role in promoting the reuse of open data and providing the necessary supporting resources and expertise. Entities must work in an integrated manner among stakeholders to empower the next generation of open data innovators and engage individuals, institutions, and everyone in general in unleashing the potential of open data.
